Paul de Sa joined Delta Partners in September 2018 as a non-executive Partner based in New York City. Paul has more than 15 years’ experience in the telecom industry.

He is a co-founder of Quadra Partners LLC, which has an exclusive partnership with Delta Partners. He served twice as Chief of the Office of Strategic Planning at the U.S. Federal Communications Commission, focusing on merger reviews, broadband, and spectrum policy. He has also been the Senior Analyst at Bernstein Research covering the U.S. telecom sector and a Partner at McKinsey & Co, where he spent almost a decade serving private equity and communications clients from offices in Washington, D.C. and Seoul.

Paul has a BA from the University of Cambridge and a doctorate in theoretical physics from the University of Oxford. He was also a John F. Kennedy Memorial Scholar at MIT and a post-doctoral fellow at Harvard.
