Ruth Milkman joined Delta Partners in September as a non-executive Partner based in Washington D.C. She has more than 30 years’ experience advising policymakers, communications companies, and private equity clients on the U.S. telecommunications sector.

She joins from Quadra Partners LLC, which entered an exclusive partnership with Delta Partners. Ruth co-founded Quadra Partners after serving as Chief of Staff for the U.S. Federal Communications Commission from 2013 to 2017. She was previously Chief of the FCC’s Wireless Telecommunication Bureau and was a co-founder of Lawler, Metzger, Milkman and Keeney, a law firm that advised clients ranging from startups to leading telcos and private equity firms.

Ruth has a BA from Harvard University and a J.D. from the University of Michigan Law School. She also served as a clerk for the Honorable J. Harvie Wilkinson III on the U.S. Court of Appeals for the Fourth Circuit.
